Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities : - democratic, economic, and financial governance ;- peace, stability, and security ;- climate, agriculture, and sustainable development ;- health and human development ;In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.  Within Component 1, the Key Expert(s) will perform the following duties, in close co-operation with the component team in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality :          Assist Component Lead with the planning, organisation, co-ordination, implementation and monitoring of the Project activities in accordance with the Project Work Plan and other programming documents;         Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to component activities (written articles, interviews, project events).         Assist Component Lead with the reporting on the results achieved by the Component.         Draft and edit reports, analytical notes, policy papers and other Project deliverables in English and Ukrainian;         Ensure timely organisation of Project events, participate at various Project activities and secure internal and external follow-up;         Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Project activities, ensure circulation of information among project partners and beneficiaries with respect to component deliverables;         Contribute to the communication and visibility of the Project, in coordination and cooperation with the Communications Officer;         Support Junior National Expert in ensuring financial, logistical and administrative aspects of Project implementation;         Perform other tasks at the request of the component or Project leadership. The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results : Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4). Key Expert(s) will have : Law degree from accredited law school in Ukraine or abroad; advanced degree preferred.         At least 5 years of experience in the relevant field, in the private or public sector.         Demonstrated experience in project implementation, including experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors.         A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders.         Fluency in written and spoken English and Ukrainian. Key CompetenciesThe Key Expert(s) will have the following competencies :          Concern for quality – meets commitments and observes deadlines, while ensuring quality, efficiency and thoroughness in work, demonstrates a meticulous approach with an eye for detail and precision         Result orientation – drives himself / herself and others to achieve a project-defied objectives, adapts and orients methods and procedures of Project work with the aim of getting the defined results         Learning and development – recognises own strengths and weaknesses, accepts the feedback of the Project management and takes appropriate action, seeks out learning opportunities and incorporates them into action         Adaptability – works effectively in a constantly changing environment and within a variety of dynamic work situations, adjusts own work plans, activities or actions to meet priorities         Vision and strategic insight – shows the ability to develop a vision and translate it into concrete strategies and policies; takes time to think ahead and identify long-term trends and developments in current events; identifies clearly day-to-day and longer-term priorities of project implementation. The position is based in Kyiv, Ukraine (part-time remote working is allowed). The expected assignment start date is January 2, 2024.
