The war in Ukraine has caused an unprecedented housing crisis, with millions displaced and housing units damaged or destroyed. To address this urgent need, Habitat for Humanity in Ukraine, in partnership with the Ministry for Communities and Territorial Development of Ukraine (MinDev) , is launching a national initiative to identify and classify vacant properties for conversion into affordable and sustainable housing for internally displaced persons (IDPs) and vulnerable populations.
This vital project will deliver a nationwide mapping and categorization of convertible properties, provide feasibility insights, and integrate findings into a centralized online State Analytical Housing System. This effort will not only inform government planning but also attract crucial international investment to tackle Ukraine’s housing emergency.
We are seeking research institutions with expertise in housing market or social policy research, vacant property assessment, data collection and analysis, and engagement with government bodies and civil society.
