Overview

Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. Global Communities is responding to the crisis in Ukraine, delivering humanitarian assistance through a community-led response. Global Communities’ response is designed with the goal of saving lives, reducing suffering, and addressing urgent needs while supporting communities to lead their own response and setting them up for recovery. Global Communities is implementing the CLEAR program, providing Protection, WASH, and Shelter & Settlements assistance to displaced and war-affected people in Ukraine. The program’s Protection component includes Child Protection, Gender-Based Violence, Psychosocial Support, and Coordination, Advocacy, and Information services. The program is implemented primarily through local NGO partners with some activities implemented directly by Global Communities. In addition to the objective of providing services to communities affected by the conflict, the program goal is to build the capacity of our NGO partners through targeted technical assistance, training, and capacity building to partners.

Responsibilities

Global Communities is seeking a qualified Protection Consultant to provide technical guidance and support to the CLEAR program’s protection team. The objectives of the Protection Consultancy are to :

  • Review the CLEAR Protection component and identify priority areas for improvement or expansion
  • Provide technical guidance and capacity building to the Global Communities’ Protection team and partners
  • Assess the extent to which : the program is in line with donor, GC and international requirements and best practicesthe program is reaching the most vulnerable and responding to their current needsthe partners have sufficient technical capacity and their continued capacity building

requirementsthe M&E tools and implementation are appropriate and meet quality standards

Activities

The Protection Consultant will :

  • Conduct a desk review of program-related documents, including the program proposal, partner activity plans, and program reports (6 days)
  • Meet with the GC Protection technical team, other relevant GC CLEAR staff, and CLEAR partners to understand implementation successes and challenges (4 days)
  • Conduct site visits to CLEAR Protection activities (6 days)
  • Facilitate 2 trainings for GC Protection Technical Team and partners on agreed priority areas (4 days)
  • Develop a report with actionable analysis and recommendations (10 days)

  • Travel to program locations in Chernihiv and ChernivtsiArrive to Kyiv (2 days)To / from Chernivtsi (2 days) o To / from Chernihiv (2 days) o Depart Kyiv (2 days)
  • Deliverables

  • Inception report with findings from the desk review and proposed workplan
  • 2 training reports, which include :

  • Training materials
  • Participant lists
  • Pre & post tests
  • Consolidated package of recommended technical guidance documents and tools
  • Draft final report for comments, which includes :
  • List of stakeholder meetings
  • Findings and recommendations
  • Summary of trainings
  • Final report
  • Qualifications

  • A bachelor’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development or other related field is preferred
  • A minimum of 5 years’ prior experience working in humanitarian emergency, conflict, post- conflict, or post-disaster settings AND in implementing protection programs, particularly in area of CP, GBV, PSS and / or PSEA / Safeguarding.
  • Experience working with individuals / groups at risk or victims of abuse, exploitation, and violence.
  • Experience implementing sensitive protection services, including case management.
  • Experience developing technical guidance in line with humanitarian, protection, gender, and social inclusion principles and international standards, including Child Protection & Gender-Based Violence in Emergencies, Protection Mainstreaming, and Protection from Sexual Exploitation & Abuse.
  • Familiarity with USAID / BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe
  • Accountable Programming) requirements.

  • Experience in providing trainings and other capacity building approaches
  • Skills

  • Commitment to the principles of confidentiality, survivor-centered approach, and Do No Harm.
  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
  • Hostile Environment Awareness Training (HEAT) within the previous two years preferred.
  • Exemplary time management, multi-tasking skills, and attention to detail necessary to meet deadlines and coordinate multiple projects in a fast-paced environment.
  • Commitment to confidentiality and survivor-centered approach
  • A team player who can work collaboratively and with people of diverse backgrounds
  • A strong understanding of the Ukraine context
  • Ability to work both in an advisory and a hands-on implementation capacity
  • Computer literacy, familiarity with word processing, excel and PowerPoint is required.
  • Excellent writing and presentation skills
  • Language

    Professional proficiency in written and spoken English required. Ukrainian and / or Russian preferred. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
