ROLE PURPOSE :
The Multisector Program Manager (PM) is part of Save the Children (SCI) team in South Ukraine, and leads the planning, implementation, monitoring, reporting and sustainable transition of programs in education, cash and livelihoods (CVA and FSL), WASH and Shelter-NFIs, in line with Save the Children’s project managementpolicy / tools . The Multisector PM is responsible for leading high quality, effective and efficient integrated programmes in the sectors of responsibility, responding to children’s and family’s needs in Mykolaiv and Kherson oblasts through strong coordination across sectors and departments, with a specific attention to coordinating and integrating the sectors of responsibility also with the Child Protection (CP) and Mental Health & Psychocial Support (MHPSS) programs under the responsibility of a dediacted CP & MHPSS PM. Alongside directly implementated activities, the Multisector PM oversees all Education, WASH and Shelter-NFIs, and CVA and FSL programs implemented by partners.
The Multisector PM works closely with the Programme Development and Quality (PDQ) Department (based in Kyiv), including relevant Technical Advisors (TAs), new business development (NBD) and MEAL specialists, in order to ensure technical standards are met and interventions are grounded in Save the Children’s common approaches and are in-line with and contribute to Save the Children Ukraine - Country Strategic Plan (CSP), and that funding is secured for all relevant sectors.
Reporting to the Area Director, the Multisector PM manages Education and CVA and FSL Coordinators, as well as the WASH and Shelter-NFIs PM. Whenever positions in any sector of responsbility are vacant, the Multisector PM provides gap filling solutions. The Multisector PM contributes to operational workstreams with an emphasis on activity planning, implementation, monitoring and reporting, as well as contributes to project design – and ensures operationalization and follow up of Save the Children internal processes and procedures (such as, but may not be limited to, PRIME). The Multisector PM is a key link with the area office Finance team for budget planning, spending tracking, forecasting of expenditures, cash requests, and modifications / amendments. Additionally, the Multisector PM works closely with the Awards, Partnerships, Supply Chain and Human Resources teams, among other support departments. The Multisector PM is expected to take a proactive approach in identifying risks and implementing corrective measures promptly, to ensure risk-based programming that are compliant and timely.
In her / his capacity as line-manager of various staff, the Multisector PM must prove strong interpersonal skills to foster collaboration and ensure the professional growth, coaching and nurturing of direct reports through mentoring and performance management.

KEY AREAS OF ACCOUNTABILITY :
Program Management
Overall responsible for the timely implementation of the Education, CVA and FSL, WASH and Shelter-NFIs projects ensuring that activities are delivered on time, on budget and in compliance with donors’ and SCI’s own regulations and procedures.Monitor, guide and supervise the field teams and partners in day to day project implementation informed by conflict sensitivity , safe programming, gender equity , participation and following a needs based apparoach.Ensure that the Education, CVA and FSL, WASH and Shelter-NFIs projects are implemented in ways responsive to communities, partners and children in line with SCI’s principles and values thus contributing to the country office - Country Strategic Plan (CSP).supporting the program for kick off process for all new awards to ensure clarity on roles, timelines, and compliance requirements,Ensure that procurement plans and distribution schedules of program inputs are in place and align with logistic / supply chain capacity, are tracked and updated regularly.Manage program budget, including phasing expenditures, provide monthly budget forecasting and quarterly budget revision for all grants- including partners’ sub-awarded budgets.Ensure proper and effective use of program resources, ensuring that all resources / assets in projects of direct responsibility are managed in line with SCI’s and donor’s compliance rules and regulations, and policies.Track and report on progress against both programmatic and budgetary targets for all awards of direct responsibility, and collaborate with the Technical Advisors to adjust program delivery as necessary.Prepare timely and high quality program and donor reports on project activities in compliance with internal SCI’s requirements and donors’ requirements, for all awards of direct responsibility.Responsible for liaising with Security team on staff movement planning and any necessary security assessments or reassessments of operational areas.Promote synergies and ensure the overall coherence and relevance of multi-sectoral response through internal referral and ensuring that an area-based approach is followed, with clear synergies among activities and sectors.Partnership and Localisation
Work with the partnership team, and get support from TAs, to identify appropriate partners for implementation of the sector response in the sectors of responsibility (namely, Education, CVA and FSL, WASH and Shelter-NFIs), including conducting capacity assessment and developing capacity strengthening plans based on gap assessments.With support from TAs, work with partners to develop their program design and proposals, ensuring they align with the CO’s - CSP and award tools.Overall responsible for the review of so-called ‘Annex A’ and ‘Annex B’ in partners subaward agreements (PAA), and for submitting PAAs on time to SAO / CO Awards and partnership teams.Ensure frequent review of partner progress against budget and work plan, and support partners to course-correct activities / strategies in light of context changes or operational challenges.Review partner narrative and financial reporting as well as MEAL data, in line with CO internal deadline for MEAL, Finance and Awards Review Meetings.Needs Analysis, Programme Design
With support from TAs, contribute to situation / response analysis, sector strategy documents and sector response plans as well as program design, working with partners to ensure design is appropriate and implementable.Support the Area Director in scenario planning and trend analysis to capture the pressing needs of vulnerable children and families in the area of operation.Identify and support opportunities for assessments to inform responsive program design.With support from PDQ Team, oversee and guide teams on technical assessments in coordination with other thematic areas and / or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.InvolvING actively engaging with partners in the early stages of proposal design to ensure that their expertise, insights, and capacities are effectively integrated into programmatic strategies.Support the Technical Advisors in the development of project proposals, in close coordination with Supply Chain, Finance and Awards unit, ensuring effective integration at design phase.Contribute to country and area level contingency and emergency preparedness plans and where possible, integrate contingency planning for program planning and proposal design.Support partners and direct teams to respond to new emergencies and spikes.Monitoring, Evaluation and Accountability
Support MEAL department to develop MEAL and indicators tracking plans for all awards under direct responsibility, input into the development of M&E tools as necessary to monitor project progress.Support Knowledge Management / MEAL to collect appropriate, timely and accurate data against agreed indicators to enable both internal and external reporting.Submit activity database on a monthly basis to MEAL and ensure that timely communication takes place on start up of activities to support MEAL planning cycles.Increase use of data from monitoring (including Quality Benchmarks) to informing program revision and design.In coordination with the MEAL Manager, assist partners in developing appropriate strategies for monitoring and evaluating implemented activities.Provide feedback on TAs and MEAL visit reports and implement actions identified following the observation / reccomandations reported.Identify and increase opportunities for Child Participation in program implementation.Staff Management, Mentorship and Development

Essential
At least years’ experience working with a humanitarian / development organisation.University degree (bachelor level, masters preferred) in a relevant academic discipline.Skills and experience in project / programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the Child Rights Convention and international humanitarian rights standards.Substantial people and program management experience.Advanced interpersonal skills, tact and diplomacy competences and ability to communicate at all levels.Solid experience in grant management, including budget holding and donor reporting.Substantial understanding or proven experience of security management issues.Ability to produce high-quality proposals and reports in English.Ability to work with limited supervision from line-manager.Experience working with partners and a participatory approach.Fluency in written and spoken English and computer literate.Commitment to the aims and principles of Save the Children.
