ToR_Consultant_Child-responsive budgeting
To qualify as an advocate for every child you will have…
Education
Master's degree
Advanced degree in public finance, economics, public administration or any other related technical field.
PhD or doctoral degree is considered as a strong asset
Professional experience
- At least 10 years of professional experience in the fields of public finance, public administration and social policy with a focus at human-oriented approach.
- At least 5 years of state and local budgets analysis, including taking into account the gender factor, the needs of children and youth and the analysis of target budget programmes addressed to children, youth and vulnerable people
- At least 5 years of experience in strengthening the capacity of national and subnational officials and developing their competencies in the field of social protection, public financial management, including budget preparation and execution taking into account the interests of children, youth and people with disabilities.
- Proven experience in consulting and policy development for state and local governments, including the Ministry of Social Policy, Ministry of Finance, and Ministry for Restoration of Ukraine, on strategic planning, regional budget programs, and human-centered / gender approaches; and cooperation with parliamentary groups and councils..
- Experience in reviewing laws and draft laws and preparing comments, analytical notes to them, developing recommendations to state authorities on financial and social issues at the national and local levels;
- Experience in cooperation with state and local authorities in the areas of public finance, including budget analysis, and social policy.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and / or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
